Just Another State In the 70s, there was a lot of debate on what to do with that carbuncle hanging off the top end -Papua New Guinea. One suggestion was to make it another State or the Northern Territory of Australia. Of course nationalism and decolonization pressures killed that, didn't they? But how about making us a "fiscal territory" only? Make us as responsible and accountable as any State that gets money from the Federal Government. We have to account for every cent of aid money given....
